I suppose you are right, but he is not loyal, when he could have looked for voldermort without being witness, everyone thought he was dead, he could find voldermort easily, he managed to do it in PoA/GoF. Lucious would have wanted Voldermort back but couldn't go looking for him because other wizards would have known he was missing, and maybe up to something. Petigrew betrayed Voldermort by not looking for him or helping him, only to help him when he had no where to go.

I don't think Lucius is that loyal either, definitely more so than Pettigrew, but he could have surely been able to come up for a reason for being away, get his wife to cover for him or something. I think pettigrew's wavering loyalty would be more an issue with people like Barty Crouch Jr (remember what he said to Harry in GoF - the one thing i hate most is a Death Eater that walked free) or the Lestranges (fanatical followers who actually went to prison) and believe that everyone else was disloyal because they claimed they were under the imperius curse and didn't try to find him.
When Voldemort said something about this to Lucius, he seem lost for woords, but Voldemort forgave him, I guess cos he was pretty loyal in the past. I think Lucius is rather self-serving, he kept his anti-muggle, pureblood beliefs up but he would abandon Voldemort when he lost power

Welll the gap between GoF and OotP was 3 years... but Jk says Book 6 won't be as big as OotP, so maybe in another year or so if the showmasters forum is correct!
