I have been offered a book 1st 1st order of the phoenix signed by Rowlings was told that she signed it in a book store in Edinburgh in 2003 anyone know if this is correct or the name of the bookstore so i can confirm details

Tread carefully, Marcia.  JK herself has said that some of the biggest scams involving her books are fake signatures (especially on eBay).  I found this info about collecting her autographed books:

Finally, in June 2003, book five was released in the UK and US. With an initial print run of almost 6.5 million copies in the US alone, Harry Potter and The Order of the Phoenix tops them all for length with 870 pages. The major signing event was in Edinburgh in 2003 and books from then are in the four figure range.
